On November 18, 2008, FIG Partners published an analysis of 40 banks that have publicly announced that they have chosen not to participate in the TARP Capital program.

We have identified below the press releases and/or Form 8-K filings for certain public institutions that have announced that they are not participating in the TARP Capital program.  This list is complied for informational purposes only to offer examples of how banks are explaining their decision not to participate.

The list is incomplete, and does not list all banks that have decided not to participate in the TARP Capital program.  In addition, we may not identify when a bank has changed its mind after publicly announcing a decision not to participate.  Inclusion (or exclusion) from the list does not represent a recommendation of any disclosure or action.
